Rumphi Central legislator Mathews Mtumbuka (UTM Party) has urged government to ensure timely payment of contractors implementing projects under the Reformed K5 billion Constituency Development Fund (CDF) to ensure quality and timely completion of projects.
He made the call on Monday at Bolero Community Hall during the handover of community projects to contractors for implementation in the constituency under the 2026/27 financial year.
Mtumbuka, an electrical and communications engineer, said contractors should deliver projects on time, within budget and to the required quality standards, warning that delayed payments could affect their ability to meet contractual obligations.

“Rumphi District ranked third in this year’s Local Author i ty Per formance Assessment and what we want now is for contractors to provide quality work and complete projects on schedule because, in project management, projects have to be done on time, within budget and of good quality,” he said.
Rumphi District Council director of economic planning and development Obed Mwalughali said the council engaged contractors with the technical and financial capacity to deliver quality work.
Among the major projects to be implemented in Rumphi Central are construction of a guardian shelter at Rumphi District Hospital, a laundry shelter at Bolero Community Hospital and rehabilitation of the Chikhuni-Bondi Road.
Rumphi District Council chairperson Alfred Butao urged communities to monitor the projects to prevent theft of construction materials and vandalism.
The council will hand over 47 community projects across Rumphi’s four constituencies to contractors, with the projects expected to run from September this year to January 2027
